Donna B. Imhoff is of counsel to Funk & Bolton, P.A., resident in the firm's Baltimore office. She concentrates in the firm's insurance regulatory practice area practice area. Ms. Imhoff has held a number of governmental positions in the legislative and regulatory arenas that provide her a wealth of experience to offer to the insurance industry.
While in law school, she served as an Associate Editor for Volume 13 of the University of Baltimore Law Review. She is the author of “The Sale of Business Doctrine Rejected, Golden v. Garafalo, 678 F. 2nd 1139 (2d Cir. 1982),” 12 U. BALT. L. REV. 555 (1983).
Between 1985 and 1997, Ms. Imhoff held a series of positions with the Maryland General Assembly, as an Article Supervisor for the Commission to Revise the Annotated Code, as Senior Legislative Counsel, and finally, as Committee Counsel to the House Economic Matters Committee, which had jurisdiction over all legislation relating to the insurance industry. While working for the General Assembly, Ms. Imhoff drafted legislation and prepared legal analyses of legislative proposals related to procurement, labor, employment, and all areas of insurance, with particular emphasis on health insurance and managed care.
From 1997 to 2000, Ms. Imhoff was Associate Commissioner for Life and Health Insurance at the Maryland Insurance Administration. As Associate Commissioner, she worked with life and health insurers and health maintenance organizations to resolve problems in marketing, sales, contract and rate approval, and availability of or payment for health care services. She oversaw rate and forms approval, market conduct examinations, producer enforcement matters, and certification of private review agents and HMO medical directors. She also advised the Commissioner in matters of policy in those areas. Beginning in July 2000, Ms. Imhoff served for one year in the Centers for Medicare and Medicaid Services, providing technical assistance on issues related to Medicare supplement insurance to Regional Offices and other components of CMS and to State insurance regulators.
From August 2001 through July 2003, Ms. Imhoff was Deputy Insurance Commissioner for the State of Maryland. As Deputy Commissioner, Ms. Imhoff acted as liaison to the Governor's Office and the Maryland General Assembly, the National Association of Insurance Commissioners, the insurance industry, the provider community, and consumers, on a vast array of insurance and regulatory matters.
Ms. Imhoff is a member of the Maryland Medicaid Advisory Committee and the Editorial Review Board of the Journal of Insurance Regulation. She also serves on the School Advisory Board of St. Agnes School, Catonsville, Maryland.
