Gary C. Harriger

Gary C. Harriger is of counsel with Funk & Bolton, P.A., resident in Grantsville, Maryland. Mr. Harriger practices in the areas of government relations and insurance regulation law, representing insurance companies and trade associations before the Maryland General Assembly and the Maryland Insurance Administration.

Mr. Harriger was formerly Vice President, Secretary and General Counsel for The Baltimore Life Insurance Company and its subsidiary, Life of Maryland, Inc. As chief legal officer for the Companies, Mr. Harriger was responsible for providing legal services for all operating units in the 44 states in which the Companies were licensed. He currently represents the American Council of Life Insurers (ACLI) and various insurance companies before the Maryland General Assembly. He was also an active participant in the development of the Insurance Marketplace Standards Association (IMSA) Market Conduct Procedures, Code and Certification Program. Mr. Harriger is a certified Independent Assessor for IMSA and has conducted numerous independent assessments.

From 1985 until 1997, Mr. Harriger served as Chairman of the Board of Maryland's Life and Health Insurance Guaranty Corporation. He served as State Vice President for ACLI for approximately 10 years. He was founding President and Chairman of the Board of the League of Life and Health Insurers of Maryland, Inc. He has served as a member of the Governor's Advisory Panel on Insurance Fraud and various Insurance Commissioner's Advisory Boards. He is a former Administrative Committee Chairman/Council Member of the Life Office Management Association (LOMA). Mr. Harriger is the former Chairman of the Maryland Chamber of Commerce Insurance Committee and a former member of the Chamber's Legislative Committee.

He is a Fellow of the Life Management Institute (FLMI) and a member of the American Bar Association, Baltimore City Bar Association, American League of Lobbyists, Federation of Regulatory Council (FORC), International Association of Insurance Receivers (IAIR) and Association of Insurance Compliance Professionals (AICP). Mr. Harriger is Chairman of the Panel of Hearing Examiners for the Baltimore City Retirement System. In addition, Mr. Harriger is an adjunct professor at the University of Baltimore School of Law teaching insurance law.
