Kevin J. Best is of counsel to Funk & Bolton, P.A., resident in the firm's Baltimore office and a member of the firm's Local Government practice group. He practices primarily in the areas of municipal and land use law.
Prior to and while attending law school at night, Mr. Best served on the staff of the Maryland Municipal League ("MML") as the Manager for Research and Information Management and was promoted to the position of Director of Legal Services prior to entering private practice. In that capacity he provided technical assistance and research support in the area of general municipal law and administration to elected and appointed officials throughout the State of Maryland. He also acted as liaison to the Prince George's County Municipal Association and served as contributing editor of the Municipal Maryland Magazine.
Mr. Best began his legal career practicing primarily in the area of zoning and land use law at the law firm of Linowes and Blocher LLP located in Anne Arundel County, Maryland. Mr. Best is currently serving as Town Attorney for the Town of Forest Heights, as Land Use and Planning Counsel to the Town of Capitol Heights, and as Town Attorney for the Town of Upper Marlboro. In addition to his municipal practice, Mr. Best has represented clients regarding piecemeal rezonings, variances, non-conforming uses, public utility projects, boundary disputes, tree encroachments, subdivision applications, easements, road abandonments, formula business ordinances, homeowners association governance, port wardens permits, debt collection matters, landlord-tenant matters, critical area violations, adverse possession, tax appeals, litigation and corporate matters.
Mr. Best has practiced before several courts and local government bodies including the City of Annapolis Board of Port Wardens, the Anne Arundel County Office of Administrative Hearings, the Anne Arundel County Board of Appeals, the Cecil County Liquor Control Board, the Prince George's County Tax Assessment Appeals Board, the Prince George's County Planning Board, the Prince George's County Council sitting as the District Council, the District Court of Maryland, the Circuit Court of Anne Arundel County, the Circuit Court of Prince George's County, the Court of Special Appeals of Maryland and the U.S. District Court for the District of Maryland.
Mr. Best has been a member of the Maryland Municipal Attorneys' Association ("MMAA") of the MML since he began practicing law, and currently represents the MMAA before the MML's Legislative Committee. In 2009, Mr. Best was promoted to the rank of lieutenant colonel in the Judge Advocate General Corps of the Maryland Defense Force. Mr. Best is also a member of the Anne Arundel County Bar Association and the Maryland State Bar Association.
