Sarah D. Sheppard joined Funk & Bolton, P.A. in 2010 upon receiving her Bachelor of Arts in Political Science and Studio Art from
Washington College. Ms. Sheppard is currently pursuing a Master of Public Administration degree at the University of Baltimore. Ms. Sheppard supports the Insurance Regulation Practice Group in the Baltimore Office and the Government Relations Practice Group as a Government Relations Consultant in the firm's Annapolis office during the Legislative Session. Ms. Sheppard communicates with the firm's clients, members of the General Assembly, State and Executive branches, and is the primary contact for administrative issues within the office. Ms. Sheppard currently represents a variety of insurer and business interests before the Maryland General Assembly.
Prior to joining Funk & Bolton, P.A., Ms. Sheppard was a page for the Maryland General Assembly in 2006. She was a Maryland House
of Delegates Intern for Speaker of the House Michael E. Busch and Delegate Mary Ann Love in 2008 where she researched upcoming bills,
drafted legislation, and testified in bill hearings. Ms. Sheppard was accepted into the Governor's Summer Internship Program in 2008 for
the Department of Natural Resources where she researched energy efficiency, renewable energy, transferable development rights, and local
government outreach. She was also responsible for communications and outreach production.
Ms. Sheppard attended the Hansard Scholars Programme at the London School of Economics in the fall of 2008 where she interned for the
British Broadcasting Corporation (BBC) Parliament. There she studied international politics and was responsible for research, communications,
publications, scheduling, producing, filming, editing news programs, and article and script writing for BBC Parliament News.
In 2009, Ms. Sheppard was contracted as the administrative assistant to the Anne Arundel County Delegation and Delegate Mary Ann Love
where she tracked and condensed bills and organized delegation meetings and testimonies. That summer, Ms. Sheppard was a U.S. House of
Representatives Intern for Congressman John Sarbanes where she recorded and organized his calendar, assisted with press releases, researched
legislation and constituent requests, and undertook various support staff duties.
Since 2006, Ms. Sheppard has developed a broad background in policy and legislation. Ms. Sheppard's experience has allowed her to gain a
wealth of knowledge about the intricate workings of the legislative process in the Maryland General Assembly. In 2012, she was named one of the Daily Record’s 20 in Their Twenties, recognizing the accomplishments of Maryland’s up-and-comers who are successful by or before the age of 30.
