Kruger: "Police and Court Opinions: So Much Law, So Little Time"
March 2012

Karen Kruger writes in Police Chief Magazine that recently, the U.S. Court of Appeals for the Fourth Circuit decided a number of Fourth Amendment cases that took umbrage with the "stop and investigate" techniques of law enforcement officers, but ruled that some other stops and seizures were constitutional. These rulings draw lines that may not be readily apparent to police officers and illustrate how challenging it may be to maintain law enforcement competence in the face of ever-shifting judicial oversight. Maryland's Highest Court Affirms Geographic Underwriting Restriction on Hurrican Risk
February 2012

On January 25, the Court of Appeals affirmed the Insurance Commissioner's ruling that a homeowner's insurer had geographic underwriting restrictions in compliance with state insurance law and that a 1987 case did not impose "a universal requirement applicable to every underwriting standard."
